product information and missing parts

I have recently ordered the book Commercial Contracts from amazon. My particular discouragement from my purchase was that there was no complete product information. The book consisted of two volumes and there was not mentioned that only the second part is available. I placed order and waited for about 2 months for the order to arrive and then revealed that only the second volume is delivered. I was told that the fist volume is unavailable. I returned the book and received partial refund, but I lost about 3 months for this purchase.
I tried to purchase similar book from a different bookseller from Amazon but faced destination restrictions. I don't understand the reason for the so many destination restrictions. Due to these restrictions I usually purchase the same books from other online booksellers like abebooks etc, which successfully ship similar books to Azerbaijan Republic.
In one recent case I faced the same destination restriction and contacted the bookseller to include Azerbaijan into the list of countries with which the bookseller can trade. However, after multiple e-mail correspondence with bookseller and amazon I found this idea useless. The bookseller was willing to sell but could not effect the changes in the system to allow sale to Azerbaijan Republic.
As far as I understood the bookseller could not introduce necessary changes to the system to leave the ban. I am really discouraged as I cannot purchase the books from almost all amazon booksellers due to this destination restrictions. So far I have purchased lots of books from other online booksellers, which could be purchased from Amazon should this restriction did not exist. I kindly ask you to address this problem, as it is a serious and irritating problem for a purchaser willing to buy books from Amazon.
